Cara C. Bachenheimer is the Head of the Government Affairs Practice of Brown & Fortunato, where she is a shareholder. The Government Affairs practice is based in D.C. and represents healthcare manufacturers, HME suppliers, pharmacies, infusion companies, home health agencies, hospitals, and other healthcare providers throughout the United States.

Well respected in the home medical equipment and complex rehab technology industries, Cara is an attorney, lobbyist and trusted resource on legislative and regulatory matters related to Medicare, Medicaid, and other third-party payment programs. For 30 years, she has been working on behalf of the industry and companies with the Centers for Medicare and Medicaid Services (CMS), the Food and Drug Administration (FDA), and other federal agencies.

Cara has also been directly involved with developing federal legislative initiatives designed to ensure access to HME and CRT technologies, lobbying Congress, running political action committees (PACs), managing national coalitions, testifying before federal regulatory agencies and Congress, and working closely with federal agencies that impact consumers and businesses.

Cara has held multiple leadership positions in industry associations such as the American Association for Homecare (AAH), the National Coalition for Assistive & Rehab Technology (NCART), and the Health Industry Distributors Association (HIDA), as well as with national consumer organizations such as United Spinal Association and Paralyzed Veterans of America. Her award highlights include “Home Care Champion” by the American Association for Homecare, the “Home Care Caring” award by Home Care Magazine and HME News’ “Top 10 Most Influential People in the Industry.”

Cara’s expertise includes:

· Developing and implementing strategies for Congress and federal agencies, including CMS), the Food and Drug Administration (FDA), the Internal Revenue Service (IRS), the Federal Aviation Administration (FAA) and the Department of Veterans Affairs (VA);

· Developing and maintaining long-term relationships with key Members of Congress and Congressional staff, lobbying Congress on behalf of HEM and CRT stakeholders;

· Drafting federal legislative language, Position Papers, impact analyses and other advocacy documents;

· Drafting analyses of federal and state bills, laws and regulations impacting company and industry, and formal comments for federal regulatory agencies;

· Managing coding, coverage and payment issues and initiatives with Medicare;

· Assessing new and ongoing market initiatives for compliance with Medicare, Medicaid, HIPPA and other laws and regulations;

· Monitoring and reviewing federal and state legislation and regulations potentially impacting HME and CRT stakeholders;

· Drafting all types of communications for companies, including comments and testimony for federal agencies, external customer communications and internal updates on federal policy issues;

· Managing political actions committees, including internal contributions and fundraising for federal candidates;

· Drafting and presenting testimony before federal regulatory agencies and Congress;

· Representation in national industry associations and their leadership committees and Boards; and

· Working with national consumer, clinical and other stakeholder organizations to align interests and build support for federal policy objectives.

Cara is a frequent speaker at national, regional and state meetings and conferences, and often writes articles for industry publications such as HME News and Home Care Magazine.

Mr. Baird is the Chairman of the Health Care Group for Brown & Fortunato. The Amarillo, Texas-based law firm’s Health Care Group has a large national healthcare practice with clients throughout the United States. The Health Care Group represents durable medical equipment companies as well as many other health care entities. The Health Care Group works closely with the Department of Justice, Office of Inspector General, Centers for Medicare and Medicaid Services, National Supplier Clearinghouse, Durable Medical Equipment Regional Carriers, Food and Drug Administration, and other federal and state regulatory agencies. Mr. Baird has authored numerous articles and is a frequent lecturer throughout the country. He earned a B.B.A. from the University of Iowa and received his law degree from the University of Tulsa, College of Law. Mr. Baird is board certified in health law by the Texas Board of Legal Specialization.

Jay has 23 years of experience working in the field of assistive technology with a concentration on complex rehab. Jay has earned his ATP and SMS certifications through RESNA. Throughout his career he has worked in both Rehabilitation and assistive technology environments with both adults and children.

Jay’s current role with Quantum Rehab is to provide direction and leadership to the Quantum field sales team in clinical education and development of the field reps. He also develops and presents a variety of educational courses and ensures the Quantum Rehab field sales staff are educated on products and their benefits.

Dan has been in the HME industry for over 25 years and currently serves as the Director of Reimbursement for US Rehab a Division of The VGM Group Inc. He is a graduate of Penn State University where he earned a BS in Economics. Dan joined VGM in 2014 and before that, was the Director of Education and Compliance for Pride Mobility Products for 13 years. Prior to joining Pride, Dan served as a Senior Manager for Provider Outreach and Education (POE) and Electronic Data Interchange for the Jurisdiction A DME MAC (United Healthcare) for nearly 6 years. Dan has presented at numerous local and national events regarding Medicare compliance and reimbursement including, Medtrade, Heartland Conference, state association meetings and at multiple rehab facilities.

Stephanie  Morgan  Greene has been a part of the DMEPOS industry for over 20 years when she started her career as a respiratory therapist before attending law school. As a corporate healthcare attorney at Krugliak, Wilkins, Griffiths and Dougherty, she provided legal guidance to physicians, healthcare facilities and DMEPOS suppliers in all major areas of healthcare business and regulatory law, including professional corporate and business formation; business counseling; contract review, drafting and negotiations; managed care contract review and negotiations; and business purchase/sale agreement drafting and advising.

After leaving private legal practice, Stephanie served as General Counsel for Harrington Management Group and then most recently for ACU-Serve Corp., where she also held the position of Executive Vice President of Business Development. In these roles, Stephanie was responsible for all aspects of medical billing and collections, and medical necessity coverage requirements. Her responsibilities included DMEPOS business counseling; Medicare medical necessity coverage guidelines; supplier intake development and oversight; and DMEPOS supplier standards requirements and licensure requirements.

During this time, Stephanie also founded Morgan Greene Consulting, LLC where she has used her expertise and experience to assist companies with the many challenges facing the DMEPOS industry. As a consultant, she has guided DMEPOS clients through all aspects of payer audits including DME-MAC ADRs, RAC, CERT, SMRC, ZPIC and OIG audits from a few hundred dollars to over $14 million in overpayment demands.

Stephanie received her Bachelor of Science degree with Distinction (completion of Honors Thesis), Summa Cum Laude, Certified in Respiratory Care, from The Ohio State University. She obtained both her Certified Respiratory Therapy Technician (CRTT) and Registered Respiratory Therapist (RRT) license in the State of Ohio, practicing respiratory care at Children’s Hospital, Columbus Ohio. She then received her Juris Doctorate with Honors, from The Ohio State University School of Law, and member of the Order of Coif, with license to practice law in the State of Ohio.

Cheryl is a health care business consultant with more than 25 years' experience in the health care industry. After several years in acute care, physician services, and home care, Cheryl became an accreditation surveyor and an independent consultant specializing in business analysis and operations with a focus on population health and new business development. Cheryl is currently the Director of Clinical Services and Outcomes for Community Cares Health Solutions and Geroulds Professional Pharmacy, Inc.

Mark Higley is Vice President of Regulatory Affairs of the VGM Group with responsibilities including corporate business development, market research and industry analysis. His current projects include analysis of governmental, regulatory and compliance issues affecting the DMEPOS industry, including national competitive bidding, health care reform, and other current home medical equipment provider concerns. He sits on the AAHomecare Regulatory Council, on the board of the Healthcare Quality Association on Accreditation (HQAA), and is a regular speaker/panelist/consultant at numerous HME industry events. Mark received his master's of business administration in marketing research from the University of Iowa, and earned undergraduate degrees in Finance and Economics. Prior to his 1998 employment with VGM, Mark held a variety of executive positions with the Arena Football League, Chicago, IL, and as a financial analyst with Deere & Company, Moline, IL.

Seth Johnson is the Sr. Vice President of Government Affairs for Pride Mobility Products Corporation and is based in Washington, DC.  He lobbies on Capitol Hill, the White House, and CMS on major policy issues impacting complex rehab and mobility providers.  He is a former member of the initial CMS DME PAOC (Program Advisory and Oversight Committee) which was charged with providing guidance to CMS on issues related to implementation of Competitive Bidding. He serves on the Board of the National Coalition for Assistive and Rehab Technology (NCART) and is a past Chair of the AAHomecare Re/Hab and Assistive Technology Council.  Prior to joining Pride, Seth was the Vice President of Government Affairs for the American Association for Homecare (AAHomecare).  Prior to AAHomecare, Seth spent five years on Capitol Hill as a legislative aide to two members of Congress. Seth is a regular presenter at state and national association meetings and is an active participant in numerous industry coalitions.

Nick Macmillan currently provides a wide-range of provider and manufacturer consulting through Outside the Box Consulting. Nick’s past experience includes serving as Senior Director of the MED Group’s Networks and Strategy, Home Care Business Segment Manager at Vapotherm, National Clinical Director for Rotech Healthcare, Inc., Global Sleep Product Director at DeVibiss, Director of Respiratory Care and Vice President of HME Operations and Corporate Compliance Officer at Horizon Pharmacies.

He has held several state and national appointments and elected positions, including Chairperson for the Home Care Section of the American Association for Respiratory Care and member of AAHomecare’s Regulatory Advisory and HME/RT Councils.

Nick is named on four approved and pending patents and in 2003 received Medtrade’s “Best New Product” award. Nick was inducted as a Fellow of the American Association for Respiratory Care in 2003. Most recently Nick was selected as the recipient of the 2016 Thomas L. Petty, MD Invacare Award for Excellence in Home Respiratory Care.

For the past 26 years, Cheryl has also worked in capacities within both the sales and marketing departments. In her current role, she is able to put both her sales and clinical background as a respiratory therapist to good use developing educational programs for both internal and external customers.

Thomas Ryan is president and CEO of the American Association for Homecare, the national organization that represents providers and manufacturers in the Home Medical Equipment industry.  Tom holds a degree in Respiratory Therapy from New York University Medical Center/ Bellevue Hospital and B.S. Degree in Health Administration from Saint John’s University in New York.

 Laura Williard is the Vice President of payer relations for the American Association for Homecare. She has served in the HME community for more than 24 years, most recently at Advanced Home Care as senior director of regulatory affairs, reimbursement compliance, and contracting. Williard has extensive experience working with managed care, Medicare advantage, MEDICAID MCOs, and state Medicaid programs.

Laura is very active in the state associations, serving on the board for GAMES, Vice President for NCAMES, and Vice President for ATHOMES. She also served as the Vice Chair for the Jurisdiction C Medicare Council, and is a founding member of the Mediware User Group. Williard also participated as a member of the Palmetto 16 State Coalition Committee and sits on the Public Policy Committee of the Visiting Nurses Association of America.
